how to cancel the order in case of non-delivery ?

dear custom service, 

Can you please advise me how to cancel my order (Order #eu1763) and receive a refund ? 

I ordered the Hover almost a month ago and have received various mails promising to send a new tracking number but nothing has happened. 

I would like to order it through amazon US and would like to cancel the order (Order #eu1763) and receive a refund
